Okay. So a friend just shared that Paypal will start to charge fee's from the sender of gift payment's when it's not domestic and/or not in the country's currency. Till now it was only 1%. Now it will be 1,99€ or 3,99€ plus 3,4% and the fixed fee per transaction, depending where you sent it to and what kind of payment you use.

Also they'll change that they'll charge a fee for paying in another currency. It's up in the "what changes site", but nowehere specified how it will change. Or did i misunderstand that? I mean they have been always charging fees since they use a exchange rate wich is lots less then the offical one?

The clause on Currency Conversion is amended and the following text shall be inserted in Annex A by replacing the first paragraph in the current Currency Conversion language:

Where a currency conversion is required, it will be completed at the transaction exchange rate we set for the relevant currency exchange. The transaction exchange rate is adjusted regularly and includes a Currency Conversion Fee applied and retained by us on a base exchange rate to form the rate applicable to your conversion. The base exchange rate is based on rates within the wholesale currency markets on the conversion day or the prior business day; or, if required by law or regulation, set at the relevant government reference rate(s). The transaction exchange rate applicable to your conversion may be applied immediately and without notice to you."


I do host Group Orders and this just sucks. -.-
Not only for the participants which now all have to pay soon in goods but also for me because i'll need to think about how to handle that. I normally only accept goods payment with tracked and insured shipping so i am safe aswell. But who whats to pay ~9€ shipping for some keychains/nendo parts or such when they item's were not so expensive or even less then the shipping costs? :<

NemsEngelAceSasu2 vuotta sitten#32945958Yeah because the new changes start for US ppl at 10th May. For me in Germany it was around 25th May. This change will affect every Paypal User worldwide. Just the date when it starts is diffrent.
The message about the changes was sent at the beginning of the year. Just no one bothered to read it.


Ahh i see :/ sucks hard.. guess its 25th for me too (netherlands) good to know

Yeah because the new changes start for US ppl at 10th May. For me in Germany it was around 25th May. This change will affect every Paypal User worldwide. Just the date when it starts is diffrent.

He only paid a small conversion fee that was it.
Hope its only USA.. didnt get a message about policy changes

Guess i wont accept gift payments and just sell more locally :) (its just a huge amount to add on prices and lots of ppl complain qbout the seller charging the fees)


The fee has to be paid by the sender. So the buyer. And for most ppl, USA I guess, it'll only start at May 10th.

Regarding the currency conversion part, I don't think that anything changes (I might be wrong though, or wrong about specific countries). If I'm not mistaken, PayPal policies aren't exactly the same for each country, and what you're linking in your post is a mix of policies/policy updates for the US and the Philippines. As others have said, PayPal already charges currency conversion fees, and all that the US policy change page says is that they'll make clarifications on that front in the new policy, not that they're introducing additional conversion fees. My own country's policy update page does not mention anything regarding additional conversion fees either. (I've compared several countries' policy change page, and they do not have the same wording or structure. The new flat fee on Friends/Family payments will be introduced though, albeit on different dates.)

Now, either PayPal hasn't been charging people in the Philippines with conversion fees, or that entire paragraph just wasn't in the Philippine policy before.

That's all well and fair that PayPal agrees that a group order is fair use, it still just leaves you in the category of everybody paying for the misdeeds of a few. To be clear, I wasn't trying to point a finger at anyone or any group in particular. I was more trying to generalize how as more and more take advantage of something, it becomes just a matter of time until a change will be made. Number crunchers love coming up with theoretical lost profits and closing loopholes...

When I first started using those auctions they would only charge fees on the purchase value of an item, not the shipping or extras. Of course, they were also flooded with $0.99 items listed with super inflated shipping costs. Not only did this cheat eBay out of their agreed upon share in a sale, but it commonly tricked a lot of less attentive customers, leading to common complaints about overcharging for shipping.
This time it's the same thing, people join PayPal and agree to their terms and fees, then take advantage of a loophole to cheat out of the deal. You see it all over the place, here included when it comes to user-user transactions, where all sorts of people hope to save their extra couple dollars by paying for a sale as a gift.
That's all it takes, a large enough of a minority cheating the system, and the system will adapt to survive.
