Ponnie made this very informative post on Devil Humura's page that helped me a lot with figuring out Aniplex and where to preorder Tomoe. Reposting it here, though some of the stuff is of course unknown atm.

Those from USA, Canada, Central America, South America, Australia, New Zealand, United Kingdom, and Ireland can order her at Rightstuf. No pre-payment required.
Those living or residing in Japan till next year can order her at Aniplex+.

The unlucky ones who have no options in the abovementioned categories are left with BiJ(no longer available), NY(not available), MBT(sold out), akiba-anime(thanks inter4ever for link), J-figure(note the price) and proxy orders. If you have an option for stores that offer her on a made-to-order basis, please, refrain from ordering her at BiJ and NY for the sake of the unlucky ones with no Aniplex retailers around.

Those who can't pre-order at Rightstuf and missed out on other shops that offered her to international customers can use forwarding service (e.g., BiJ or Tenso and the like) or a proxy of choice. There's a good guide if you don't know how forwarding order works. Also, the figure is made to order and unless Aniplex meets the limit earlier she can be pre-ordered till October 31.

I believe she is authentic. I buy a ton of used figs and I don't think I've gotten a bootleg yet. Really most bootlegs are easy to spot if you know what to look for (although there are the occasional sneaky ones...)

This is what to consider on eBay. You can get good deals but it does take time to sniff them out. Fig deals tend to be better for more expensive figs like scales, because a lot of people just don't want to pay $100+ for one fig. Before I really started looking I saw someone selling this whole set and they each only got bid up to like $65 ;_; With cheaper figs, prices are usually pretty average or even high. I've also done good on eBay with weird, rare stuff that has low interest but really high prices on Japanese sites (like rare clear file folders). Since interest is low, I may end up getting a clearfile "worth" like $20+ for $5 wooh!

Anyway for figs, never buy the China poop with stock photos and very low prices- definitely a bootleg. I try to only buy things from real sellers with pictures I can compare to the ones on here. For this set specifically, I noticed one big tell on the Madoka bootleg photos: the white area of her stand is behind her and on the bootleg it is to the side of her. Once I saw that, it was very easy to tell if a listing's a bootleg even from kind of bad photos. I also feel more confident if there's no bootlegs reported here, but still check the listing against photos of the real deal because it could still be an unreported bootleg!

You can also ask the seller too. I typically avoid just straight up asking if it's a bootleg, but you could do that. I ask things like "Does this include instructions?" "I cannot see X feature very well. Would you mind sending me more photos of X?"-- like on Madoka her fan has some signs it's a fake.

Now even if you're confident it's real, eBay is a sketchy place.
The biggest thing I've noticed when buying from American sellers is they are very lame about disclosing box damage. Even if they say box is in great condition or something, usually it will still have issues that would make it a "B" or "C" on a Japanese site. This Mami specifically had undisclosed box damage which wasn't evident from the pictures, but the fig and price were great so I didn't care. I've bought stuff where I thought I'd gotten a great deal, but then when I see the box damage it just was a fair or kind of bad deal, which is lame. And never assume a fig has the box if it doesn't say so.

Also always confirm for yourself that all pieces are there from the photos. And if you can't tell, then ask if x piece is included. Never assume it's complete. There was a Miku nendoroid listing where I noticed the stand was gone in the photos and when I asked them about it they were like, "Oh duh I left it with another nendo. Thanks for telling me, I'll put it back with this one right now!"
